He previously was the Director, Information Systems Engineering at the MITRE Corporation, a federally funded research and development center. Prior to this he was the Director, Advanced Concepts, Technologies, and Information Strategies (ACTIS), Deputy Director of the Institute for National Strategic Studies, and the executive agent for DoD’s Command and Control Research Program. This included responsibility for the Center for Advanced Concepts and Technology (ACT) and the School of Information Warfare and Strategy (SIWS) at the National Defense University. He has more than 25 years of experience developing and introducing leading edge technology into private and public sector organizations. This extensive applied experience is augmented by a distinguished academic career in computer science and operations research, and Government service in senior policy and management positions. John J. Garstka is currently the Scientific and Technical Advisor, Directorate for C4 Systems, Joint Chiefs of Staff (JCS/J6). In this capacity he is responsible for a broad range of issues associated with Information Superiority and Network Centric Warfare. In addition to co-authoring, with Vice Admiral Cebrowski, Network Centric Warfare—Its Origin and Future (Proceedings of the U.S. Naval Institute, January 1998), he has presented over 225 briefings on NCW to industry, DoD, and at international conferences. Prior to joining the JCS, Mr. Garstka led consulting assignments for Cambridge Research Associates and served as an Officer in the U.S. Air Force, with assignments at the Pentagon and U.S. Air Force Space Systems Division. He is a Distinguished Graduate of the U.S. Air Force Academy and studied as a Hertz Fellow at Stanford University, where he earned an M.S. in Engineering-Economic Systems. Mr. Garstka is also currently an officer in the U.S. Air Force Reserve. COL (ret) Fred Stein served 27 years in the U.S. Army supporting tactical and operational level forces. He commanded the 7th Signal Brigade during Operation Support Hope and acted as the J6 in both Rwanda and Bosnia for joint and combined operations. During service with the J6 Joint Chiefs of Staff, he assisted in the development of the Joint Battle Center and the Decision Support Center. He was the J6 lead in the Communications Mission Analysis (CMA) presented to the Joint Requirements Oversight Committee (JROC) at the last Quadrennial Defense Review. Publications include papers on Bosnia Communications Support, Low Intensity Computation and Communications Support, and Network Centric Warfare. COL (ret) Stein worked for Evidence Based Research while working on this book, and is now located at FT Hood, Texas, serving as the senior MITRE representative to III Corps in support of the first digitized Division and Corps.
