At some point in the process of cultural alienation, the majority group is encouraged to actively discriminate against the minority group; socially, politically, administratively and economically.
In this scenario, the minority group is forced to live in ghettos, has little access to good jobs, proper social services, or decent education. The group is often disenfranchised politically.
The physical and economic isolation of the group causes a reinforcing poverty and deepening depravity, with attendant problems of social disorder and crime amongst the unemployed youth. This, in turn, provides the manipulator with more material for cultural libel and so the spiral of separation continues without the manipulator's active intervention.
The manipulation of discrimination is self-sustaining until it is actively switched off by the political power which initiated it.
Discrimination relies on ignorance and having enough poorly educated, dysfunctional citizens in the majority population. Sadly, the victims of such discrimination can be literally anyone: In late December 2012, a 31 year old woman pushed a man under a subway train in New York because "she has always hated Muslims and Hindus since the 9/11 attacks, and since the attacks I have been beating them up". Firstly, there is no evidence at all that any Hindu was involved in the 9/11 attacks. Secondly, the man she murdered was, in fact, an Indian, and was not a Muslim. In any event, he was completely innocent of anything even remotely connected with 9/11. The murderer had never met her victim before.
This kind of psychopathic and racist behaviour is typical of the reactions often generated amongst the poorly educated, uninformed, gullible, deprived white populations of the USA, looking for someone to blame for their own awful life. In fact, they really need to go and talk to the politicians that manipulated their racist attitudes in order to find answers as to why so many poor white people have no education, no opportunities but plenty of racist attitudes.
