This is the introduction of tangential or irrelevant issues in order to preoccupy the public whilst more important events are taking place.
We suffer from this manipulation daily these days as our "drive-by media" inundates us with endless sensationalistic stories of crisis and doom, but then shows no follow-up on these stories. The doom is more important than the story because it is designed simply to deflect us from the central news story line which is often completely unconnected.
When stories expose a scandal in a particular political party or show another party too favourably, incidental news stories suddenly emerge to distract attention away from the really important newsworthy events. Pop culture occurrences, like the death of a celebrity, may be hyped to the extreme in order to divert the public's attention away from more important matters like political corruption.
