Often the "gist" of what someone has said is better remembered than the verbatim wording.
"The devil is in the details", is a common lament but very often we only remember the essential message of a statement. We tend to neglect the details because of time constraints or just too much stimuli at that moment.
A political manipulator can take advantage of this to deliver un-noticed payloads in the details of a message or statement. None of the details will be remembered later, but yet these details will form part of the public record. This can be very useful for "covering one's tracks".
