## 25.5.1. Horse-trading
This method is named after the very subjective business of trading horses. It applies to shrewd bargaining by politicians, usually with wink-and-nod agreements as to the true import of legislation.
Certain regulations, for example, harm particular business interests more than others. Businesses that benefit from a regulation, may donate more to a politician who indirectly assists them in opposing damaging legislation or promoting helpful legislation.
