This is the propensity for people to ascribe blame or praise to someone even when it is clear that the person had little or no control over the action or its consequences.
A manipulator can use this bias to gain acceptance to a group of victims simply by winning their praise for something the manipulator didn't actually do.
A manipulator can also encourage blame against someone who was not actually responsible for some misdeed.
